Thailand - Telecommunication

Thailand has initially 2 State owned Telecom operators. They are — Telephone Organization of Thailand (TOT) and Communications Authority of Thailand (CAT). TOT’s primary responsibility was to provide domestic telephone services, while CAT focused on international services. At that time, the private operators - ADVANC, DTAC and TRUE - could only operate a telephony business as a concessionaire under TOT or CAT, and mostly under a BuildTransfer-Operate (BTO) contract that lasts for 25-27 years. However, the industry saw a major change in 2010 when the Frequency Allocation Act B.E.2553 (A.D.2010) was enacted. The law set the platform for a new regulator, called the National Broadcasting and Telecommunication Commission (NBTC). Following this, telecom contracts were converted from concessions to licenses. In 2012, the NBTC auctioned three licenses (15MHz each) on the 2.1GHz spectrum. ADVANC, DTAC and TRUE each secured a license at a cost of THB13.5b for DTAC and TRUE, and THB14.6b for ADVANC

Based on data from the International Telecommunication Union (ITU), Thailand’s mobile penetration is ranked 4th in Asia. This seems high, but is expected to rise further, be it slowly, possibly by 2020.

As of May 2016, the penetration rate in Thailand was 158% over a population estimate of around 86.8 million.
